With the problem solving and reasoning statements, should we select at least one for each unit?

I think it is probably a good idea to start off with identifying at least one problem solving and reasoning statement for each unit. It will help get staff into the habit of looking for the mathematical processes their children are using when working on problems, investigations and challenges and will help the class think mathematically. 
You're right to highlight 'at least' as it is likely that more than one statement will be developed in the course of a unit, and some of the assessments for this can take place towards the end of the unit.

So, for example, the focus in the teaching may be on See the need to organise work systematically and try their own methods but another outcome such as Suggest and consider different strategies to solve problems could be assessed when discussing the problem with a child.

This is obviously dependent on the class having plenty of opportunities for reasoning and problem solving - the more opportunities they have, the easier it is to assess their reasoning and problem solving skills.
